The Sapeur is a "Congolese Jet Setter". He may never go unnoticed and must, at all times, show off his general elegance  and designer labels. 
Competition between Sapeurs is fierce.  They  love proclaim their superior elegance in televised jousts eagerly watched by the youth of Kinshasa. 
The Sapeurs embody success and access to the riches of the West.

But how do you come across as wealthy when in fact you're living in poverty? 
For the Sapeurs it's all about their notoriety and the way they're seen back in Congo. "Ghetto Millionaires" throws us into a world of make-believe, where the  dreams of a notoriety built up in Europe through artifice and sacrifice, come into conflict with the , so-often, disappointing and inevitably difficult return to Kinshasa...
